The Institutionalized Care Program (ICP)

The Institutionalized Care Program (ICP) was established under Florida Medicaid for people who are over 65 or disabled (as determined by Social Security) who need 24-hour nursing care and cannot afford it.

You may qualify for financial assistance to help cover the cost of 24-hour nursing home care as well as medical coverage if you meet the criteria below:

  • 65 or older or disabled as determined by Social Security
  • US Citizen or legal noncitizen
  • Florida Resident
  • You must have a social security number or have applied for one
  • You must be in a nursing home that participates in the Medicaid program
  • Monthly income for an individual that does not exceed $1911
  • Monthly income for a couple that does not exceed $3822
  • Assets for an individual that do not exceed $2000
  • Assets for a married couple that do not exceed $3000*


*Certain programs are available for people with incomes and assets above these limits. People with income trusts or incomes and assets above these limits may qualify for other programs such as the MEDS-AD program. Please call your local office directly if your income is above these limits. If you qualify for this program what do you have to pay?

You are still responsible for the ‘patient liability or patient responsibility’. The amount varies and the exact amount will be determined during your application process. In general, if you reside in a nursing home you will receive $35.00 for personal needs and the remainder of your monthly income will go to the nursing home to help pay the monthly costs.
